Second Testing Phase Planned Ahead of May 2026 Rollout

April 24, 2026 – Chaguaramas – Trinidad & Tobago has successfully completed an initial live testing phase of the SailClear electronic clearance system, marking a significant step forward in modernizing maritime entry and exit procedures for visiting vessels.
The test, conducted on April 24, 2026, involved participation from several cruising vessels and key stakeholders within the local boating community. The exercise was designed to evaluate real-world functionality, user interaction, and coordination between government agencies and the cruising public.
SailClear is intended to streamline the clearance process for yachts and small vessels by providing a digital platform for submitting arrival and departure information, improving efficiency, transparency, and compliance across the region.
Strong Public-Private Coordination
The testing phase benefited from active collaboration between government officials and representatives of the cruising community.
Marine Safety Association of Trinidad and Tobago played a central coordinating role, working closely with authorities and stakeholders to facilitate participation and ensure effective communication throughout the process.
Leadership from MSATT, including its president, provided critical support in bridging operational needs between the boating community and government agencies, helping to ensure that the system reflects real-world cruising practices.
Additional support was provided by local service operators, including Members Only Maxi Taxi, whose involvement helped enable logistical coordination during the testing exercise.
Positive Results with Areas for Refinement
Initial results from the April 24 test indicate that the SailClear system is functioning as intended in core areas. Participants reported successful submission and processing of clearance data, demonstrating the platform’s potential to significantly improve the user experience for incoming and departing vessels.
However, the test also identified several areas requiring refinement, including:
- User interface adjustments for clarity and ease of use
- Timing and coordination between agencies
- Data validation and processing workflows
- Real-world operational edge cases identified by participating cruisers
These findings will be used to improve system performance ahead of full deployment.
Next Phase of Testing
A second round of live testing is planned in the coming weeks to validate updates and ensure readiness for broader implementation. This follow-up phase will continue to incorporate feedback from the cruising community and operational partners.
Pending successful completion of this next phase, the official rollout of SailClear in Trinidad & Tobago is projected for May 2026.
